Three Key Changes to Note Among Fluor’s Board of Directors

Texas-based engineering and construction giant, Fluor, has welcomed a third new addition to its directors board in the space of five months.

The company has appointed James F. Caldwell Jr, an ex-US Navy Admiral to the Board's Audit and Governance Committees, bumping up the number of board members to 11.

A new director supports Fluor’s growth

Most recently, James (better known by his middle name Frank) was President, COO and Vice Chairman of the Board of Orion Nuclear Energy Corporation, a Virginia-based company that develops small modular reactors and micro modular reactors for industrial sites and data centres among other purposes.

He has also served on the boards of US energy company Entergy Corporation and network and mentorship not-for-profit organisation Severn Leadership Group. 

Additionally, Frank has been a Strategic Advisory Panel Member of uranium production and exploration firm Uranium Energy Corporation and sheet metal manufacturer Rhoads Industries. 

"Frank Caldwell's unparalleled experience leading the Naval Nuclear Propulsion Program and managing one of the nation's most technically sophisticated enterprises brings valuable insight to Fluor," says Jim T. Hackett, who succeeded David E. Constable as Fluor’s Executive Chairman in May 2026.

"His expertise in nuclear operations and safety, strategic planning, governance, risk management and government affairs, combined with decades of leadership in complex mission-critical environments, will support Fluor's continued growth across nuclear energy, government and defence markets," he adds.

Fluor’s board shifts includes new chairman

Prior to joining Fluor, Jim served in a number of senior leadership roles across the energy industry.

He currently sits on the boards of Enterprise Products Holdings, LLC and SLB, the world’s largest oilfield company.

His predecessor, David, left Fluor in May after 44 years at the firm, during which time he served in a number of global leadership roles that helped form the company’s commercial and operational capabilities.

This includes taking on the role of CEO in 2021 and Chairman in 2025 before transitioning into the role of Executive Chairman later that same year.

"His tenure is credited with reinforcing the financial foundation of the company and restoring confidence among clients, employees, partners and shareholders,” Fluor says in a statement.

Construction’s Robert G. Card appointed as a director 

The first of the three major personnel changes Fluor's board has made this year came in March, when the firm appointed seasoned global engineering and construction executive, Robert G. Card as a Board Director.

He has been serving on the board’s Audit Committee and Commercial Strategies and Operational Risk Committee. 

Robert’s 30 years of top-level leadership experience includes roles as President and CEO of Canadian engineering, procurement and construction services firm SNC-Lavalin, which has rebranded to AtkinsRéalis Group since his three-year tenure concluded in 2015.

Robert’s experience includes large‑scale programs and international projects. 

He led the transportation, nuclear, environmental, government and international divisions for global engineering firm CH2M, which has since been acquired by Jacobs. 

He also served as the Deputy Programme Manager for the US$15bn London 2012 Olympics in the UK and led the decommissioning of the Rocky Flats Nuclear Weapons Plant in Colorado in the US. 

He has been recognised with national honours, including the Energy Secretary’s Gold Award and has served on multiple industry boards, including at AECOM and Ardurra.
